The Association of Police Authorities (APA) commissioned the Ipsos MORI Crime & Justice research team to carry out a series of discussion workshops to establish public attitudes to changes to police governance, and in particular the proposed role of elected Police Commissioners, as outlined in the Home Office 'Policing in the 21st Century' consultation paper.
